At present, the language specific rules (Java, C++, Android) are part of Bazel’s binary and their unit tests are not exposed, which makes the changes to the rules in Bazel difficult, especially for the open source community. The Bazel team will reimplement those rules and their tests in Starlark and move them to their own repositories and because of this the contributions to the rules will become easier.
